Do foreigners need military risk insurance to enter Ukraine?
In the Verkhovna Rada, bill number 9418 has been registered, proposing to strengthen the requirements for the entry of foreigners into Ukraine. Insurance for foreigners against military risks may become mandatory. This requirement will apply during a state of war and for two years after its conclusion.
Such mandatory insurance for foreigners can only be obtained from an insurance company registered in Ukraine or a foreign insurance company with a presence or contractual relations in Ukraine.
Compulsory insurance of foreigners against war risks must be issued for the entire period of stay on the territory of Ukraine and cover:
Medical treatment (for independent visits to a medical facility, as well as in case of seeking urgent assistance).
Risks caused by explosive devices, including missile attacks.
Other risks related to war and terrorist acts, including passive risks.

Who will not be required to have mandatory insurance against military risks
The requirements of the new bill will not apply to the following categories of individuals:
- Foreign citizens and stateless persons permanently residing in Ukraine.
- Individuals recognized as refugees.
- Diplomatic and consular staff.
- Representatives of official international missions, organizations, and their family members.
- Drivers and crew members of cargo vehicles, buses, air and sea vessels, riverboats, and members of train and locomotive crews.
- Armed forces personnel of NATO member states and participants in the NATO "Partnership for Peace" program taking part in the training of Ukrainian military units.
