Insurance of foreigners for entry into Ukraine: how to choose the right insurance policy and what to look for?
All foreigners need COVID-19 insurance to enter Ukraine. This mandatory document is defined by the Resolution of the Cabinet of Ministers of Ukraine №641 of June 12, 2020.
What are the requirements of Ukrainian legislation for this document and what important points should be considered when choosing a medical policy for foreigners?
1. Insurance of foreigners on the territory of Ukraine must cover outpatient and inpatient treatment COVID-19.
Inpatient treatment of a complicated form of coronavirus disease involves staying in specialized infectious diseases clinics and is provided by almost all insurance companies in Ukraine.
As for outpatient treatment, you need to be careful when choosing an insurer, because not all companies provide home treatment. However, exactly 90% of patients with COVID-19 are treated at home. And only 30% of insurers in public offers clearly indicate the allocation of funds for outpatient treatment of foreigners during COVID.
The COVID-STOP insurance program of Misto Insurance Company provides treatment of foreign citizens at COVID-19 in Ukraine on an outpatient and inpatient basis.
2. Online insurance for foreigners entering Ukraine must reimburse the cost of observation.
The procedure for observing is determined by the Resolution of the Cabinet of Ministers of Ukraine №1236 of December 9, 2020. If a foreigner has signs of illness while crossing the border, he is sent to specialized observers. The observation is stopped after a doctor's examination and a negative PCR test for COVID-19. Reimbursement of expenses during the stay of observers of foreigners and stateless persons must be made by the insurer in accordance with the insurance policy.
Therefore, it is worth paying attention to whether the observation is covered by insurance. Not all insurance companies provide this service. And when passing customs, the availability of this option is checked by border services.
Misto Insurance Company reimburses expenses during the observation of foreigners and stateless persons in the limit of up to UAH 2,000.
3. Bilateral conclusion and signing of an electronic policy for foreigners.
Online insurance of foreigners for entry into Ukraine must comply with current legislation - Article 207 of the Civil Code of Ukraine and must be signed bilaterally.
In particular, this applies to the signing of an electronic policy using a digital signature, by obtaining a unique identifier. This mechanism for concluding an agreement complies with the Law of Ukraine "On E-Commerce". Without the signatures of both parties, the insurance of foreigners has no legal force. And with the disease there may be difficulties - the insurer may refuse to pay, and the dispute will be difficult to resolve in court.
Electronic contracts of Misto Insurance Company comply with all norms of the current legislation of Ukraine and are signed by two parties, and by the client - through a unique one-time identifier, which is sent to a mobile phone at the conclusion of the contract. Therefore, after registration and online payment, all foreigners are instantly insured and can enter Ukraine confidently and safely.
4. Presence and absence of age restrictions for insurance of foreigners in Ukraine.
Due to the high risks, most insurance companies impose restrictions on the insurance of elderly foreigners and young children. Therefore, parents of newborns and persons over the age of 70 often face the problem of being denied COVID-19 insurance for entry into Ukraine. The maximum age in the vast majority of insurance companies in Ukraine is 70 years, and the minimum - 1 year.
You can buy an insurance policy for entry into Ukraine from the Misto insurance company for people of any age, without restrictions: both for children from birth and for the elderly. There are no age restrictions for coronavirus insurance in Misto Insurance Company.
5. Time franchise.
Any concluded insurance contract for foreigners in Ukraine takes effect the day after its conclusion, or on the day of entry into the country.
However, quite often insurance companies have a so-called temporary deductible (withdrawal period). It releases the insurer from liability if a foreigner develops coronavirus for a certain period of time. As a rule, it is 7-14 days. That is, during this period, the insurance will not cover the treatment of a foreigner, even if he falls ill.
Therefore, it is extremely important before insuring a foreigner against coronavirus in Ukraine to make sure that there is no temporary deductible in the contract.
The COVID-STOP insurance program of Misto Insurance Company protects foreigners and stateless persons immediately after drawing up an electronic insurance contract. It takes effect instantly, and there is no temporary franchise at all. Therefore, when entering Ukraine, all foreigners are under the insurance protection of Misto Insurance Company. They receive help and treatment, even on the first day of crossing the border.
6. Financial franchise.
It is important to pay attention to the financial franchise. As a rule, in order to avoid payments and reduce risks, insurers introduce a deductible, which can range from 50 to 150 euros. This means that this amount will be paid by the foreigner in case of illness independently, and the costs that will exceed the specified amount (deductible) - will be covered by the insurance company.
Therefore, in the outpatient treatment of coronavirus disease, most likely, do not count on support from such an insurance company. Pay attention to the presence / absence of a financial deductible, so that there are no unpleasant surprises in the event of an insured event.
The COVID-STOP insurance program of Misto Insurance Company does not have a financial deductible. And provides support and treatment of coronavirus in Ukraine within 25,000 hryvnias.
7. Duration of insurance of foreigners against COVID-19 in Ukraine.
Most insurers have implemented COVID-19 insurance programs in Ukraine for a long period of time - for 3 and 6 months and 1 year.
But what to do if the visit to Ukraine is 2 weeks or a month?
In Misto Insurance Company you can take out online insurance for foreigners "COVID-STOP" with a convenient duration: 1 month, 3 months or six months.
In addition, for transit through the territory of Ukraine for 48 hours, it is possible to insure for a minimum period - 5 days per month, issuing a medical policy "COVID-STOP transit 5 days"(that is, every foreigner has the opportunity to move the territory of Ukraine there and back within 1 month, using one insurance).
And it is important - a foreigner must be insured for the entire period of stay in Ukraine. And the insurance must be valid on the day when the foreign citizen leaves Ukraine, as this document is often checked when leaving. If the foreigner does not have insurance or completes it the day before, the border services may issue a fine to the foreigner.
It is important to find out all the important points before applying for insurance, so as not to have any surprises later. And also to find out how the insurance will be paid: whether the insurance company provides funds to medical institutions that treat a foreigner, or reimburses them on the card to a foreign citizen, after providing appropriate checks for medical expenses.
Find out this information in advance, read carefully the public insurance contract, which must be published on the insurer's website and choose the right insurance for entry into Ukraine!
Have a nice stay in our country!
